Tel Aviv Congestion Charge to Take Effect in 2028: How Much It Will Cost

The congestion charge for entering Tel Aviv will take effect in 2028. Partner Communications won the tender to build the infrastructure. The area will be divided into three rings with different tariffs: 10 shekels per ring in the morning, 2.5-5 shekels during the day. The daily maximum for private cars is 37.5 shekels. Expected revenue is 1.4 billion shekels per year. The project faces opposition from the Ministry of Transport.

The congestion charge for entering Tel Aviv will take effect in 2028. The procedure will be handled by Partner Communications, announced as the winner of the tender on July 30. The project, approved by the Knesset, aims to encourage a shift to public transport and reduce congestion in the Gush Dan area. The region will be divided into three rings with different tariffs. In the morning (6:30-10:00), passing each ring will cost 10 shekels; during the day (15:00-19:00), 2.5 shekels for the outer ring and 5 shekels for the middle and inner rings. The maximum charge for private cars is 37.5 shekels per day. Trucks over 12 tons pay double the tariff without limits; taxis pay 50% of the tariffs, with costs included in the fare. A trip from Jerusalem in the morning will cost 25 shekels. The charge does not apply to motorcycles, buses, emergency vehicles, disabled persons' vehicles, and others. According to the Finance Ministry's forecast, the tax will bring in 1.4 billion shekels per year. Half will go to public transport, the rest to the metro (over 175 billion shekels). The project is advancing despite opposition from Transport Minister Miri Regev. The final decision on the launch date will be made by the next government, with a possible delay until the end of 2028.
