Separately, the report notes the rehabilitation of Hamas's capabilities in Gaza: recruitment of militants, weapons production, and infrastructure repair. In one of the August reports from the IDF, 14 violations were recorded along the defense line in a single day, 11 of which were assessed as potential threats. The report also points to a shortage of personnel and a growing burden on reservists. Families of those killed on October 7 have called for not ignoring changes at the border. The report's authors criticize the internal investigations of the IDF and Shin Bet and insist on the establishment of an independent state commission.
