The council appointed an external investigator, Attorney Halevy, who recommended filing a police complaint and considering the official's dismissal. An attempt to dismiss him failed due to the absence of opposition members, as 75% support from council members is required. The council filed a disciplinary action with the disciplinary court. The complainant described feelings of humiliation, anxiety, and impaired functioning. In response, the senior official's attorney, Attorney Honigman, filed a lawsuit seeking 220,000 shekels in compensation, alleging invasion of privacy and bad faith by the council.
