The Joint List and Ra'am signed an excess vote agreement yesterday (Friday) ahead of the elections for the 26th Knesset. The agreement is intended to maximize their power in the distribution of surplus mandates and prevent loss of votes. As part of the agreement, the two lists committed to conducting "a fair and clean election campaign, without defamation, slander, incitement, or forgery," and called on activists and supporters to maintain respectful discourse. The agreement is expected to be submitted to the Central Elections Committee after the lists are approved. The signing comes after in the previous election campaign, Ra'am, Hadash-Ta'al, and Balad ran separately and did not sign an excess vote agreement among themselves. In the current elections, Hadash, Ta'al, and Balad have returned to run together under the Joint List, while Ra'am, led by Mansour Abbas, is running separately. According to a "Maariv" poll published yesterday, the Joint List wins seven seats and Ra'am five, and together the two lists reach 12 seats. An excess vote agreement allows two lists that have passed the electoral threshold to be considered together for the distribution of mandates remaining after the initial allocation. It does not guarantee that every vote will be "preserved," but may increase the chance that one of the two lists will receive an additional mandate under the Bader-Ofer method.
