According to a publication by Al Arabi Al Jadeed, Hamas and Palestinian factions have agreed on an updated version of all 15 points of the plan after legal and technical changes to two key disputed provisions. The first disputed point concerns the status of Hamas administrative staff after the transfer of control of the Gaza Strip to a Palestinian technocrat committee led by Ali Sha'at. The second, more sensitive issue relates to the weapons of Hamas and other groups: the formula under discussion does not involve complete disarmament, but rather 'preserving' weapons while transferring responsibility to Palestinian forces. Hamas also agreed to include the term 'infrastructure,' the exact content of which is yet to be determined. The Hamas delegation, led by Khalil al-Hayya, is holding meetings with mediators. Israel has in principle approved the deployment of international stabilization forces, but the timeline has not been set. There is no official Israeli reaction to the new formula on weapons yet. Further progress depends on Israeli approval and agreement on implementation mechanisms.
