Representation Report: Local Authorities Lead, Government Companies Lag

The Commission for Equal Rights of Persons with Disabilities published data on compliance with the adequate representation target for 2025. The report shows that 81% of public bodies met the target, compared to only 52% of government companies and 45% of the civil service. Local authorities lead with 88% full compliance, while companies like Rafael and Israel Aerospace Industries are at a low level.

The Commission for Equal Rights of Persons with Disabilities at the Ministry of Justice published today (Wednesday) data on compliance of major public bodies and major government companies with the adequate representation target for persons with significant disabilities for 2025. The report is based on December 2025 data received from the National Insurance Institute and reflects the rate of compliance with the target of employing workers with significant disabilities, as required by the Equal Rights for Persons with Disabilities Law. The law requires every public body employing 100 or more workers to employ at least 5% of workers with significant disabilities. The report shows that 81% of public bodies met the target, compared to 76% in 2024 and 60% in 2021. Between 2025-2024, 52 bodies improved their compliance level and 27 regressed. Local authorities lead: out of 230, 203 met the full target, 18 moderate, and 9 low. The full compliance rate rose from 79% to 88%. Of the 18 largest authorities, only Bnei Brak does not meet the target. Tel Aviv meets the target for the first time, and Lakiya is the only Bedouin authority in the Negev with full compliance. Government companies are lagging: only 52% meet the target, compared to 84% of other bodies. Among companies at a low level: Rafael, Israel Aerospace Industries, NTA, and the Western Wall Heritage Foundation. The full compliance rate rose from 38% to 52%. In the civil service, only 45% met the target.
