Experts interpret this as preparation of society for a protracted war and note a shift in rhetoric towards militarization of power and shifting responsibility for possible failures onto the army.

Swiss analysts from the publication Blick conducted an analysis of Vladimir Putin's recent speech at the United Russia party congress, held on August 22. In their view, the speech for the first time exposed cracks in the Kremlin's propaganda facade. The key moment was Putin's phrase: "We must admit that in large, complex undertakings, not everything always works out right away." Experts regard this as a deliberate departure from the previous line of infallibility and preparation of society for a protracted war of attrition. Another trend identified is the desire to integrate combat participants into state governance, which, according to analysts, reflects dissatisfaction with the current deputy corps and leads to the militarization of the political system. Particular attention is paid to the change in rhetoric regarding the military: the statement "I am confident that our soldiers will not let us down" instead of a confident assertion of victory betrays hidden anxiety and allows responsibility for failures to be shifted onto the army in advance. It is noted that the speech completely lacked the topic of personnel shortages and rumors of an impending mobilization. Analysts conclude that the regime is transforming into a harsh military dictatorship trying to conceal an internal crisis.
