This conclusion was reached by analysts at the Institute for the Study of War (ISW), analyzing Vladimir Putin's recent statements at the United Russia party congress. According to their assessment, Putin is trying to link the largest Russian party with the continuation of the war and present it as a political force advocating for the achievement of the Kremlin's stated goals. After the State Duma elections in September, the authorities will be able to use their results as an argument about the alleged public support for the course. ISW suggests the continuation of mobilization measures, expanded forced conscription of reservists, and further shifting of the economic consequences of the war onto citizens. At the same time, analysts note that Putin rejected proposals from Ukraine and European states and stated his readiness to discuss only options that correspond to the Russian understanding of the situation. The Kremlin's systematic rejection of substantive peace proposals is seen as evidence that Moscow is not yet ready to abandon its maximalist demands.
