Public Transit Reliability Map: Where Buses Arrive on Time – and Which Lines Pass Without Stopping?

A new index by the '15 Minutes' organization and HopOn reveals the public transit reliability map in Israel. The Dan Tel Aviv cluster leads with 3.82, while the Extra Jerusalem North cluster is at the bottom with 1.82. Egged's line 910 scored 1.45, the lowest in the country. The Carmelit in Haifa scored 5.0. CEO Sivan Shmuelovich says public transit is in a deep trust crisis.

A new index developed by the '15 Minutes' organization in collaboration with HopOn and with the assistance of the fund for managing funds that were awarded as relief in class action lawsuits presents, for the first time, the public transit reliability map in Israel. The index combines 70% official performance data from the BI BUS system and 30% real-time passenger reports from the HopOn app. The overall score ranges from 1 to 5, based on a weighting of missed trips (57%), frequency adherence (21%), travel time (14%), and crowding (7%). The Dan Tel Aviv cluster leads with a score of 3.82, followed by Metropoline's Sharon (3.56), Sharon-Holon Merhavi (3.35), Egged's Jerusalem Urban (3.29), and Electra Afikim's Ashdod Urban (3.18). At the bottom: Extra Jerusalem's Jerusalem North cluster with 1.82 and Electra Transport's Jerusalem Envelope with 1.92. At the line level, line 22 of the Metronit in Kiryat Ata leads with 4.72, while Egged's line 910 from Haifa to Tel Aviv scored 1.45, the lowest in the country. Modes of transport on dedicated infrastructure showed high reliability: Carmelit 5.0, Jerusalem Light Rail 4.8, the Red Line in Gush Dan 4.7, and the Cable Car 4.6. CEO Sivan Shmuelovich said that public transit is in a deep trust crisis and called on the Ministry of Transport to add continuous bus lanes and establish metropolitan authorities. Egged responded that it is not aware of problems on line 910, and Extra claimed that the index ignores data and creates bias.
