The report analyzes operational patterns, funding sources, and networks of connections among groups it says are involved in incitement, terrorism, and illegal activity. Named organizations include American Muslims for Palestine (AMP), the Palestinian Youth Movement, Muslim American Society, Code Pink, Students for Justice in Palestine, Jewish Voice for Peace, and Within Our Lifetime. The ministry claims that seemingly legitimate donation mechanisms are used to funnel resources into delegitimization and incitement, and that coordination patterns may cross boundaries of legitimate discourse. AMP is a central focus: the report alleges connections to individuals and groups linked to Hamas and the PFLP, highlighting chairman Osama Abu Irshaid's participation in a 2021 conference in Jordan and founder Hatem Bazian's call for an 'Intifada in the US.' It also notes AMP's revenue through AJP Educational Foundation rose from about $1 million in 2020 to $2.3 million in 2024, and a Virginia investigation into its finances. AMP denies any ties to Hamas. Minister Amichai Chikli said the era of the 'double game' is over and that he has asked US officials to take action. The report is not a criminal complaint but a compilation of evidence.
