New Collective Agreement in Local Authorities: Salary Increases and Improved Employment Conditions for Tens of Thousands of Workers
The Histadrut and the Center for Local Government have signed a new collective agreement for local authority workers, including significant salary increases for various positions in education, welfare, and administration. The agreement doubles the management supplement and grants bonuses worth thousands of shekels. Histadrut Chairman Arnon Bar-David called it a "historic agreement."
The Histadrut, the Maof Histadrut, the Center for Local Government, and the Forum of the Three Largest Cities (Tel Aviv, Haifa, and Jerusalem) signed a new collective agreement today (Wednesday) for local authority workers, including a series of salary updates and employment arrangements in various professions and positions in education, welfare, and administration. The agreement, approved by the Ministry of Finance, grants significant salary increases, regulates issues related to management positions and professional advancement, and expands existing arrangements in additional areas. Under the agreement, starting September 1, 2026, security coordinators of educational institutions, lab technicians, and computer workers in schools will be entitled to a monthly salary supplement of 400 shekels per full-time position. Budget planners in social services departments will receive a supplement of 600 shekels in two installments. School secretaries and maintenance and operations managers will benefit from an update of the branch supplement to 20% of the combined salary. Human resources workers and payroll accountants will receive one-time bonuses worth thousands of shekels. The agreement doubles the management supplement for managers: 15% at the first level, 20% at the second, and 30% at the third. The monthly premium for building inspectors will be increased to 1,350 shekels. Histadrut Chairman Arnon Bar-David said: "A historic agreement that tens of thousands of workers will benefit from." Chairman of the Center for Local Government Haim Bibas added: "An important step that strengthens the ability to recruit quality workers." The agreement applies to workers paid according to various grades, except for hospital workers.
