According to that decision, the Gaza Peace Council was to be allowed to enter the sector and begin reconstruction in Rafah. A political source after the cabinet meeting reported that about 200 members of the International Stabilization Forces (ISF) would enter Gaza. However, on August 20, Netanyahu's office clarified the position: Israel made it clear that there will be no reconstruction in the sector until the complete disarmament of Hamas. Thus, the publicly stated position of the prime minister diverges from the previously adopted cabinet decision, creating uncertainty regarding the fate of the pilot program and the entry of international forces.
