Through documents, interviews, and testimonies from legal figures and members of Knesset, claims are presented about the centers of power he accumulated over the years, alongside the public debate over the limits of the legal adviser's authority. Limon is considered one of the most influential figures in the Israeli legal system, even though many in the public do not know his name. He was involved in sensitive issues, and according to his critics, his influence went beyond legal advice and reached policy-making. His career began in the legal advisory in the West Bank, and later he became one of the closest associates of former Attorney General Avichai Mandelblit, and after years he was appointed as deputy to the current Attorney General. The main criticism concerns his appointment process: Mandelblit, who was Limon's direct supervisor, also headed the search committee. MK Avichai Boaron claims that Mandelblit "worked hard to find him," and lawyer Yitzhak Bam questions the selection process. The investigation also presents Limon's involvement in the cases of Prime Minister Benjamin Netanyahu, including the hearing procedures and the formulation of indictments. Boaron describes a conversation with Limon after Mandelblit took office, in which Limon asked him not to make contact.
