Attorney Yael Tur-Kaspa, who served as the legal advisor of the Council for Higher Education (CHE) for over 20 years, will end her role as part of a confidential mediation agreement signed recently. The agreement came in response to a petition she filed to the Labor Court in an attempt to prevent her dismissal, following a harsh internal audit report prepared by the internal auditor, CPA Iris Shtark, under the direction of the audit committee headed by Roy Folkman. The report, spanning over 200 pages, found significant deficiencies in her work: legal opinions were given orally, but in practice were written by external lawyers at a cost of over one million shekels per year, and it is unclear if Tur-Kaspa even read them. The auditor called her "a gatekeeper without any supervision who acts contrary to the principles of administrative law" and determined that Tur-Kaspa claimed before her that "her discretion is absolute." It was also alleged that she prevented senior academics from contacting the Attorney General to appeal her decisions. Tur-Kaspa rejected the criticism and claimed that the document "was commissioned and tailored against me" because her professional positions interfered with interested parties. The CHE stated that she requested to end her role and thanked her for her service.
