Lapid claims that Netanyahu received every possible warning, including an alert from the United Arab Emirates in September 2023, and ignored them. According to him, Netanyahu was preoccupied with the "judicial overhaul" and did not respond to the materials. Lapid says he held an unusual press conference on September 20 to warn the public, and claims that the entire security establishment failed but the intelligence material reached Netanyahu's desk.
