The assessment is that many smuggling operations succeed and go undetected, despite weapons seizures by the Syrian army and the Lebanese army. Israel sees the detection of large-scale smuggling as a key reason for preserving freedom of action in Syria, as such detection would grant legitimacy for strikes within the country.
