The signing ceremony took place during an official visit of a senior delegation from the Honduran Ministry of Defense to Israel, attended by the Director General of the Ministry of Defense, Maj. Gen. (Res.) Amir Baram, the senior deputy to the head of the Political-Security Directorate, Israel's Defense Attaché to Honduras, and other senior officials from the defense ministries of both countries.
