Iran war teaches importance of Gulf cooperation with Europe for maritime security, ISPI says

A report by the Italian Institute for International Political Studies (ISPI) and the Gulf Research Center urges closer maritime cooperation between Europe and the Gulf, citing Houthi disruptions in the Red Sea and the Iran war's impact on the Strait of Hormuz. Recommendations include a permanent maritime coordination framework, a ministerial forum between the EU and GCC, and joint exercises.

A report published on Wednesday by the Italian Institute for International Political Studies (ISPI) in partnership with the Gulf Research Center argues that Iran's attacks on Gulf nations and its disruption of maritime security should encourage closer cooperation between Europe and the Gulf. The report highlights the direct impact on Europe of Houthi insecurity in the Red Sea and disruptions in the Strait of Hormuz, including rising insurance costs, higher shipping costs, and delays to cargo movements. To address these challenges, the institute recommends establishing a permanent maritime coordination framework connecting naval forces, coast guards, port authorities, customs agencies, and commercial shipping operators. It also calls for a permanent ministerial-level forum between the European Union and the Gulf Cooperation Council (GCC), building on the existing EU-GCC Regional Security Dialogue. The report suggests expanding information-sharing, regular joint exercises, and exploring precautionary technologies like jamming and drone detection for large commercial vessels. It also notes that European cybersecurity expertise could help strengthen Gulf infrastructure, while Gulf investment could accelerate modernization. The report recommends that Gulf states continue diversifying their economies and mentions the EU's Readiness 2030 initiative, with up to €800 billion in planned defense-related funding, as a potential mechanism for cooperation.
