Brigadier General Mohammad Akramnia stated that the new doctrine allows for preemptive strikes, and the response to a potential attack could be larger than the initial enemy strike. He cited Iran's attack on a US base in Jordan as an example. Akramnia also confirmed the merger of the Khatam al-Anbiya central headquarters with the General Staff, which should accelerate decision-making. He called the Strait of Hormuz an important geopolitical lever and announced a reward of 5 billion tomans (about $26,000–$30,000) for capturing or killing American soldiers, with the payout for women being double. Against this backdrop, Iran's oil exports have sharply declined: since early August, shipments have fallen from about 2 million barrels per day to around 287,000. Chinese imports of Iranian oil dropped from 823,000 barrels per day in July to 534,000 in August. Over 40 million barrels of Iranian oil on tankers in the Persian Gulf and Gulf of Oman cannot reach the market due to the US naval blockade, reinstated in mid-July.
