According to documents, the EU will fund, train, and equip Haftar's forces, despite previous accusations against his militias of abuse and extorting ransom from migrants. Brussels is aware that Haftar uses migrants as a bargaining chip but feels it has no alternative.

An investigation by the German newspaper Der Spiegel reveals that the European Union is cooperating with the regime of General Khalifa Haftar, who controls eastern Libya, in order to stop the flow of migrants to Europe. According to internal documents obtained by the newspaper, the European Union, led by Greece and Italy, will fund, train, and equip Haftar's forces, including the establishment of a new control center in Benghazi. This is despite the fact that Haftar's militias, particularly those under the control of his son Saddam, have been accused for years of abuse, torture, and extorting ransom from migrants held in detention camps. The investigation describes the agreement as a "surrender of the European Union" and notes that Brussels is well aware that Haftar uses migrants as a bargaining chip, but feels it has no alternative given the fear of a massive wave of migration. The numbers speak for themselves: in 2024, 5,000 refugees arrived in Crete, and last year the number jumped to 20,000.
