Indictment: Iraqi citizen resident in Britain concealed information about the attack on the Manchester synagogue

An indictment was filed in Britain against Hikmat Omar Ali Hakim, a 49-year-old Iraqi citizen, for failing to report terrorist activity ahead of the attack on the Manchester synagogue on Yom Kippur in October 2025, in which two worshippers were murdered.

An indictment was filed today (Thursday) in Britain against Hikmat Omar Ali Hakim, a 49-year-old Iraqi citizen residing in Salford, for the offense of failing to report and concealing information related to terrorist activity. His prosecution is directly linked to the terrorist attack that occurred on the morning of Yom Kippur last year at the 'Heaton Park' synagogue in Manchester. Hakim has been taken into custody and is expected to appear tomorrow before a court in Westminster. The deadly attack occurred when Jihad al-Shami, a 35-year-old British citizen born in Syria, crashed his vehicle into the synagogue gates in the Crumpsall neighborhood and then began attacking with a knife. In the incident, two synagogue worshippers, Malkvin Kravitz and Adrian Dolby, were murdered, and three other men were seriously injured. Deputy Chief Constable Rob Potts, head of operational activity in the Counter Terrorism Unit, said this is a significant development in the investigation and that the indictment is the result of meticulous and thorough work.
