The plan was prepared by Shaul Meridor, former head of the Budget Division at the Finance Ministry and a candidate on the Yashar list. The plan includes raising the tax benefit ceiling for border communities to 25% and adopting the Gaza envelope fortification policy for all educational institutions and clinics within five years. Home Front Command professionals criticized that the plan could enable "a reality of life under routine shooting." Funding will come from canceling coalition funds and budgets for non-compliant entities, totaling 7 to 9 billion shekels. Kiryat Shmona Mayor Avichai Stern welcomed the attention to the city. The Conflict Line Communities Forum invited party leaders, including Netanyahu, Liberman, and Bennett, to meetings; only Liberman and Bennett responded.
