Border Police officers from the Jerusalem envelope unit spotted three suspects digging a tunnel shaft adjacent to the barrier, and after a short chase arrested one of them; the other two fled. In his initial interrogation, the suspect said the plan was to use the tunnel to smuggle illegal residents into Israeli territory. The report notes that the security establishment deals with hundreds of illegal residents entering Israel daily, and that this is not the first time smugglers have used tunnels, sewage pipes, and even ancient burial caves to bring people without security clearance into the Green Line. It also states that although each illegal resident is a potential terrorist, the issue is not at the top of the security establishment's priorities.
