The terrorist group Hamas has declared its readiness to discuss disarmament only upon the fulfillment of a set of political and military demands that diverge from the US-proposed roadmap for resolving the situation in the Gaza Strip. In a statement issued on behalf of 'Palestinian factions,' it is indicated that the surrender of heavy weapons is possible only after a complete cessation of hostilities, the withdrawal of Israeli forces, the start of reconstruction in the Strip, the formation of a new administration, the deployment of international forces, and the creation of an independent Palestinian state. This contradicts the roadmap, according to which Hamas must renounce armed activity and transfer power to a civilian administration before the start of subsequent phases. The initiative is based on the peace plan of US President Donald Trump and UN Security Council Resolution 2803. The plan provides for the phased disarmament of Hamas, the withdrawal of Israeli troops, and the transfer of governance to a new administration. A central point is the dismantling of Hamas's military capabilities, including heavy weapons, production facilities, weapons depots, and the tunnel network, under international supervision.
