Starting this Sunday (July 26, 2026), cigarette packs in Israel will be required to include graphic warnings illustrating the harms of smoking, covering 75% of the package surface. Israel thus joins about 140 countries implementing the law, which covers about 66% of the world's population. The warnings include images and scientific content, along with references to the national smoking cessation hotline and health funds. The remaining package area will be a dark brown color (Pantone 448C), without brand colors or logos. Violating the law will be considered a serious criminal offense, with fines of up to 452,000 NIS for corporations or 226,000 NIS for private businesses. The law applies to all tobacco products, including electronic cigarettes, hookahs, rolling tobacco, and nicotine pouches. The implementation is part of the World Health Organization's Framework Convention on Tobacco Control (FCTC), which Israel signed in 2003. The CEO of the Israel Cancer Association, Moshe Bar-Haim, noted that this is a landmark milestone, and that the image creates an immediate connection between the health damage and the product. However, he expressed concern about the increase in smoking among children and adolescents through electronic cigarettes and nicotine pouches. According to the association's data, 24% of Israelis smoke regular cigarettes, and 76% of smokers want to quit.
