According to the indictment, Dahan exploited his position and his proximity to the helpless residents and committed indecent acts against five residents on seven different occasions. The acts included rubbing his genitals using a resident's hand, pinching and fondling breasts, touching and pressing the groin, and more. The acts were carried out during sports classes, sometimes using equipment and even in the presence of a staff member. Dahan denied the allegations throughout the investigation, even when confronted with findings, and claimed that the acts were part of his work or did not happen at all. The prosecution is seeking to order his continued detention until the end of proceedings, due to concerns that he would endanger public safety, particularly the helpless population. In the detention request, it was written that Dahan chose victims who were "easy prey" for him, knowing they could not report his actions.
