The Jerusalem Post has conducted an analysis of every legal complaint filed by the pro-Palestine Hind Rajab Foundation (HRF) against IDF soldiers abroad since the organization's founding. The analysis reveals that HRF has targeted at least 86 individuals across 30 countries, employing a strategy of lawfare — filing large quantities of complaints in hopes that some will result in legal measures. Despite this extensive campaign, the Post found that no foreign indictment, prosecution, trial, or conviction of any soldier has arisen from an HRF complaint. Complaints against 11 of the 86 individuals (13%) resulted in some form of substantive action by authorities, such as detention and questioning in Belgium and Canada, or formal investigations opened in Peru and Brazil. However, none of these cases progressed to charges. The analysis distinguishes between a criminal complaint itself and actual legal consequences, noting that HRF's campaign appears to operate on two levels: the pursuit of potential legal action against individual soldiers, and the broader political and reputational pressure created by repeatedly bringing allegations of war crimes before national authorities worldwide.
