Disarming Hamas and Withdrawal: Peace Council Publishes Agreement Outline for Gaza Strip

The Peace Council for Gaza has published a proposed agreement for the Gaza Strip, including the disarmament of Hamas, a gradual Israeli withdrawal, and the establishment of a committee to govern Gaza. The outline is based on the Trump plan and UN Security Council Resolution 2803, and establishes international verification and oversight mechanisms.

The Peace Council for Gaza published on Friday afternoon the 'Roadmap for Completing the Implementation of President Trump's Comprehensive Peace Plan' for the Gaza Strip. The outline includes 15 clauses detailing the principles for a future arrangement of the Strip. Among other things, it stipulates that Israel will complete its gradual withdrawal from the Gaza Strip, and that Hamas and the Palestinian factions will cease all military operations. Additionally, a committee for the management of Gaza (NCAG) will be established, which will assume all civil administration and security functions, operating under the principle of 'one authority, one law, one weapon.' The process of dismantling heavy weapons, weapons manufacturing sites, weapons depots, and tunnels will begin after the completion of commitments under the Sharm el-Sheikh agreement, the committee's entry into the Strip, and the deployment of the International Stabilization Force (ISF). The ISF will be deployed to separate Israeli forces from the committee's areas and will oversee the ceasefire. The outline also establishes international verification and oversight mechanisms, including an International Verification Committee (IVC) that will confirm the parties' compliance with their commitments. It also stipulates that militia members will not be integrated into the security and police services, and a social peace agreement will be signed. The Gaza Management Committee will audit financial and administrative matters and handle commitments up to a total of $400 million. The implementation of the measures will be carried out gradually over three years.
