The public organization 'Or Yarok' published a report demonstrating a stark contrast in the approach of Israeli municipalities to enforcing electric scooter regulations. Tel Aviv was the clear leader in fines, issuing over 55,000 tickets totaling more than 29 million shekels over the year. Ashkelon (4,217 fines), Rishon LeZion (3,314), Holon (2,771), and Netanya (2,677) followed with significant gaps. A paradoxical situation emerged in Jerusalem: despite about 50 inspectors being authorized, not a single fine was issued over the year. Zero fines were also recorded in Modiin Illit, Kiryat Ata, Beit Shemesh, Afula, and Nazareth. 'Or Yarok' CEO Attorney Yaniv Yaakov strongly condemned municipalities ignoring enforcement tools, calling such inaction a threat to pedestrians amid a rise in accidents. The Center for Local Government countered the criticism, stating that the number of tickets does not reflect actual effectiveness and pointed to the use of comprehensive safety measures.
