However, an analysis of Israel's actions on the ground suggests that, despite public statements, Israel is in practice implementing the framework. For several days, the IDF has refrained from targeted killings and maintained the ceasefire, following a directive from IDF Chief of Staff Lt.-Gen. Eyal Zamir on Monday evening. The IDF is positioned along the original Yellow Line, encompassing approximately 53% of the Gaza Strip, with no forces deployed beyond. Regarding reconstruction, Israeli statements are unequivocal: no reconstruction before Hamas is fully disarmed. Yet, the Board of Peace distinguishes between temporary structures and permanent reconstruction, and the activities in the Rafah area appear consistent with this distinction.
