Bluth emphasized that a strong inter-organizational partnership, including the IDF, Shin Bet, Border Police, and the police, generates counter-terrorism of all types and governance and law enforcement. The remarks come against the backdrop of the governance crisis in the West Bank and the fight against Jewish terrorism, and amid Defense Minister Israel Katz's plan to transfer civilian enforcement authorities in the West Bank to the police - a move that faces opposition from the top brass of the police and the IDF. Bluth stressed that the partnership between the civilian world, council heads, the IDF, and security forces is what generates counter-terrorism and allows citizens to live a routine life when terrorism meets the military.
