Israel's Central Bureau of Statistics published its annual 'Israel in Figures' report ahead of Rosh Hashanah, which recorded stagnation in the real estate market. Apartment sales in 2025 fell to 90,500, compared to 102,800 in 2024. The housing price index dropped by 1%, and new homes became cheaper by 2.8%. The average apartment price stood at 2.331 million shekels. Meanwhile, rent increased: the rental index rose by 4.3%, and the average monthly rate reached 4,919.3 shekels. The report also provides construction data: permits were issued for 80,800 apartments, construction began on 79,700 units. Construction was completed on 60,000 apartments. Israel's total housing stock increased by 56,100 units and reached 3.02 million apartments. Of these, 69.8% are owner-occupied, 29.6% are rented out. Gross investments in the construction sector amounted to 253.4 billion shekels.
