The explanatory notes stated that despite the ceasefire declared regarding the fighting in Iran and the agreement with Lebanon, uncertainty still prevails, and that "as of this hour, fire is being carried out in various magnitudes from Iran towards different countries in the Middle East." It was also noted that there is a high probability of an attack on the civilian population.
