The council is promoting a phased roadmap, in which disarmament and verification will be carried out 'sector by sector', and after the disarmament of a certain area, Israel will withdraw from it. Netanyahu, on the other hand, demands to first complete the full disarmament of Hamas and only then proceed to further withdrawal. The visit aims to narrow the gaps around the disarmament mechanism, the definition of 'full disarmament', the identity of the entity that will enforce the arrangement, and the guarantees for Israel.
