A couple from Bat Yam, Priel Ben David (33) and Sahar Avutbul (26), were arrested on suspicion of carrying out a sophisticated insurance fraud totaling 408,000 shekels against 97 victims, most from the Arab sector. According to the indictment, Ben David called victims and presented herself as an insurance company representative, often from "Menora," demonstrating full knowledge of their insurance policy details. She convinced them to provide her with a one-time ATM withdrawal code in exchange for releasing funds without tax. She passed the code to her partner, Avutbul, who rode a scooter to two fixed ATMs in Bat Yam and withdrew thousands of shekels from each victim. The investigation began with 20 complaints and expanded to 97 after undercover work. Investigators identified Avutbul through unique tattoos on his face, including three stars under his eye, captured by ATM security cameras. The couple was arrested at their home on August 9, denying the allegations and exercising their right to silence. The unit commander noted that victims fell prey due to the confidence Ben David displayed in their personal details.
