It stressed that the results of the occupation's investigations reproduce a pattern of denial and misleading public opinion, providing legal cover that shields army leaders from accountability. It noted that the file on the targeting of the World Central Kitchen was closed despite acknowledging serious failures, without opening a criminal investigation. Regarding the Tel al-Sultan massacre, the Monitor said that video evidence refutes the Israeli army's narrative, noting that rescue teams were subjected to about 910 rounds of fire. The Monitor considered the five incidents as connected links within a broader pattern of violations, calling on the international community not to treat the conclusions of Israeli military examinations as evidence of accountability.
